This is definitely FGO -- For Geeks Only. Joshua Schachter and Maciej Ceglowski have done the preliminary work on an anti-spam technology using friend-of-friend relationship rankings. The brilliant part is that it doesn't require any centralized service or massive infrastructure changes to work. The bad part is that it's currently just the guts of the program, without any Outlook implementation.
